Human Service Quality Framework (HSQF) Quality Framework Version 11.1 and User Guide – Certification Version 11.0
New versions of the Quality Framework (PDF, 867 KB) (DOCX, 2.8 MB) Version 11.1 and User Guide – Certification (PDF, 2.2 MB) (DOCX, 3.3 MB) Version 11.0 are now released and published on the HSQF website.
Only minor updates were required to the Quality Framework (PDF, 867 KB) (DOCX, 2.8 MB) Version 11.1, being:
- Updates to investment specification and service type references as required
- Noting some Queensland Health services will be transitioning out from HSQF
- Acknowledgement that all self-assessable organisation self-assessments have now moved to the HSQF Self-Assessment Online Portal
- Update to funding thresholds for 2026-2027.

For organisations in-scope of HSQF certification, the key updates made in the User Guide – Certification (PDF, 2.2 MB) (DOCX, 3.3 MB) Version 11.0 are:
- Updates to website links, legislative references and definitions as required
- Updates to the Information Privacy requirements with indicator 1.7
- Updated wording under indicator 4.1 for Child Protection Placement Services and Family Based Care Services regarding requirements when psychotropic medication is prescribed
- Removal of Financial Counselling and Advocacy requirements from Individuals section, and placed as Financial Counselling and Resilience in Community Services section in indicator 6.2
- Addition of Appendix E – Reportable Conduct Scheme requirements
- Updates within Seniors and Carer sections.

The Self-assessment workbook for certification organisations (PDF, 1 MB) (DOCX, 1.6 MB) has been updated to align with User Guide – Certification (PDF, 2.2 MB) (DOCX, 3.3 MB) Version 11.0. The document is provided in a Word and PDF version for use by organisations.

New versions of the HSQF Quality Framework Version 11.0 and HSQF User Guide - Certification Version 10.0 have been published on the HSQF website.HSQF User Guide - Certificationersion 10.0 have been released and published on the HSQF website .
The key updates made in the Quality framework (PDF, 2.6 MB) (DOCX, 2.8 MB) Version 11.0 are:
- Updates to department names and website links
- Updates to investment specification references and service type alignment
- Update to funding thresholds for 2025-2026.

For organisations in-scope of HSQF certification, the key updates made in the Human Services Quality Framework User Guide - Certification Human Services Quality Framework User Guide - Certification Version 10.0 are:
- updates to department names and website links
- updates to the Information Privacy requirements
- inclusion of the Child Safe Organisations requirements
- inclusion of the requirements of Family Based Care Services
- separating out of the appendices from the main User Guide, to be their own individual documents - please refer to the Certification - Quality requirements and resources page for full details.
