Australia's Disability Strategy 2021-2031
Australia's Disability Strategy 2021–2031 aims to improve the lives of 5.5 million Australians with disability—including more than 1 in 5 Queenslanders.
The Strategy has been developed by all levels of government in consultation with people with disability, their families, carers and representatives. The voices of more than 3,000 people and organisations informed the development of the Strategy and its priorities.
The Strategy’s vision is for an inclusive Australian society that ensures people with disability can fulfil their potential, as equal members of the community. The seven outcome areas in the Strategy set out where governments at all levels, working with the community and business, and people with disability will focus on delivering the needed changes. The seven outcome areas are:
- Employment and Financial Security
- Inclusive Homes and Communities
- Safety, Rights and Justice
- Personal and Community Support
- Education and Learning
- Health and Wellbeing
- Community Attitudes.
What we are doing
The Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability made several recommendations related to the Strategy, which was updated in 2024 to include more contemporary language and information, and a new policy priority to prevent and reduce homelessness.
The Strategy reaffirms Queensland's commitment as part of national efforts to enhance opportunities for people with disability and shift community attitudes to enable full inclusion and accessibility.
This includes a commitment to initiatives under the Strategy’s Targeted Action Plans, which include a series of targeted and coordinated actions from governments with a focus on improving the Strategy’s outcome areas.
Under the current Targeted Action Plans for 2025 to 2027, we are undertaking a wide range of actions to improve outcomes for Queenslanders in the priority areas of Inclusive Homes and Communities, Safety, Rights and Justice, and Community Attitudes.

Queensland’s Disability Plan 2022-2027: Together, a better Queensland supports delivery of the Strategy's priorities and guides our continued actions to improve the lives of Queenslanders with disability.
Disability Service Plans outline each Queensland Government department’s commitments to supporting people with disability, as required under the Disability Services Act (Qld) 2006.
